English Local Authorities Intend to Sell Off Community Hubs and Sports Centres to Manage Finances

Based on a latest poll of municipal councils, English councils are preparing to sell community centers, sports centres, and shopping arcades as they rely on a rapid disposal of assets to balance the books.

Increasing Financial Challenges Drive Asset Sales

A coalition of councils for second-tier cities in England reported that 60% of local authorities are planning to sell assets to cover the escalating costs of social services for vulnerable individuals.

Local governments have previously faced criticism for disposing of playing fields and land to shore up their finances, but they argue they must proceed to generate essential revenue from asset sales or declare themselves bankrupt.

The group noted that a significant number of councils attempting to generate funds from a fire sale of holdings marked “a distinct shift from 2024, when the largest share (six in ten) of municipal officials said they would focus on restructuring services and utilising savings to weather increasing fiscal pressures.”

Specific Cases of Proposed Disposals

Medway Council in southeast England said its property management strategy included the disposal of a retail complex in a local town and a community venue in Rochester to generate 20 million pounds over five years.

  • Gillingham golf club and commercial properties owned in two English counties, which all provide rental income for Medway council, will also be disposed of under the plan.

Council Tax Rises and Wider Fiscal Strains

This research of councils in the key cities group, which covers several urban centers, also found that more than 70% of authorities will have to increase local levies next April to cover the growing cost of core provisions, higher levels of housing insecurity, and a longstanding accommodation deficit.

Medway council said it will press ahead with asset sales after steep rises in the cost of children services, support for vulnerable learners, adult social care, and temporary accommodation.

“We are taking creative strategies but some of these require time to deliver both improved services and cost efficiency,” stated Vince Maple.

He continued: “There are demographic pressures which will continue to increase the strains we have. As a local government body, we had a 91% cut in our revenue support grant from 2010-24, which is extremely difficult.”

National Trends and Forecasts

Research of county councils this week also found local finances being stretched by the growing number of young people and adults requiring special educational assistance.

A network of councils projected that council deficits will hit 4.4 billion pounds a year by 2029, as they struggle to cope with rising needs.

Government officials have delayed planned reforms to the Send system until next year after a policy document setting out those reforms was recently delayed.

Deprivation and Financial Gaps

According to the most recent deprivation measures (IMD) covering English councils, many key cities members were among the most disadvantaged in England.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 across the country under the 2025 deprivation indices,” said the report.

“Although only one key city is among the top 10 for disadvantaged communities countrywide, cities are much more prone to be in the most deprived fifth of England. The figures highlights the scale of difficulties confronting municipal officials across key cities in the coming year,” the analysis concluded.

“Council officials have been explicit about the necessity for a fair and sustainable funding system that accounts for and responds to the real levels of disadvantage and demand,” stated a council leader.

“Lacking this, local authorities will continue to face difficult decisions around which vital provisions to allocate spend to, and which to reduce, to the detriment of their communities.”

A fifth of councils have reduced or weakened care services in the past 12 months, the study found.
