Europe felt a moment of respite on Monday, as the diplomatic emergency sparked by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been contained. A senior US official spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: an extensive attack of missile and drone strikes on Kyiv.
The Pattern of Diplomacy and Destruction
The sequence of opposing developments captured the bleak nature of the current period. By day, political struggles are conducted: hopeful statements are issued from various governments. Considerable effort is devoted on managing particular approaches. By night, the Kremlin clearly shows the world that, for them, military action persists as the primary tool for achieving "settlement".
Nocturnal Warfare
As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor rocket firings from Russian territory, a capability enabled by up-to-date information. From observation points, Ukrainian air force fighter jets that had been deployed to counter approaching cruise missiles roared overhead – sophisticated military planes delivered to Ukraine by NATO members.
Moments later, Kyiv's anti-aircraft weapons activated: multiple launches fired to intercept a Russian ballistic missile. This was a advanced protection mechanism at work, presumably supplied through allied countries. Every launch creates sudden vibrations, causing tremors. The moment of terror quickly gives way to sober acceptance: perhaps the incoming missile won't hit its mark this time, preventing destruction from devastation and another blackout.
Continuous Dangers
Soon after, a large-caliber weapon engaged a drone in the vicinity, part of a defensive team – most likely allied-provided weaponry. Sadly, the bullets missed the opposing UAV – it maintained course toward its target.
Periodically, this carried on until dawn. Kyiv awoke to the daybreak reports: several casualties, damage and heating outages in multiple buildings as a result of the nocturnal offensive. As always, everyone still went about their day – experiencing conflict. But those 24 hours demonstrated Ukraine's essential dependence on external assistance – a need that regional partners are demonstrably unable to substitute in the near term.
Failed Diplomacy
The comprehensive proposal from American leadership generated strong feelings, debate and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.
Every new initiative from American administration adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually achieve victory. This trend will, undoubtedly, continue.
Political Considerations
It is tempting to accuse specific actors of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. American leadership operates on a premise understood by seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The American government believes that it is unrealistic to force Russia to relinquish the areas that it already controls in Ukraine's occupied territories.
The issue is that while accepting these circumstances, US leadership does minimal to deter Moscow, through words or deeds, from believing that the situation will not shift further in its benefit in the coming year.
Opposing Positions
Therefore, the Kremlin is convinced that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their reason to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be multiple initiatives to stop fighting, but they will persist as long as Russia's leader remains highly assured in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing people and territory but avoiding a total frontline collapse until situations evolve in its benefit.
Present Conditions
Objectively, there are no real preconditions for a ceasefire. Now, individual motivations are becoming relevant: political desires to broker a ceasefire and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any proposal Kyiv finds unsuitable, so that their focus does not shift toward domestic problems. And although their task will now be considerably more difficult after latest incidents, it remains very improbable that this will change their overall approach.
These opposing factors are influencing discussions.
Assessment and Future
It took a only one week to terminate the 28 points of the latest plan. Aggressive and erratic handling of the matter by American leadership, opposition by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, current information leaks, all achieved their purpose.
While new proposals based on old ideas are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are based on Russian demands and reflect certain reluctance to change the course of events, if they maintain solidarity and improve their protective measures at a much faster pace. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, largely rely on continued Western support.
